Mean sea level 

Mean sea level or sea level is the average level of the surface of sea/ocean . This average of sea level is taken by the average of one or more oceans.

How is it related with civil engineering?

 As we now know that mean sea level is an average sea level .so here it acts as a particular geodetic reference point . From this reference point height such as elevation can be measured. It is used as the standard for determining terrestrial and atmospheric elevations and ocean depths.
Every state/country/place has a different MSL .if you are curious about your place you can get it on Google.There are changes in mean sea level with the change in volume of water in the world ocean and to variations in the ocean currents.sea level isn't the same level everywhere. So we can't be too absolute about elevations above sea level. 

Thus civil engineering's also use MSL for the elevation or elevation drawings of the site's and houses.  The height measured from the M.S.L is called reduced level.As the earth surface if not uniformly distributed,we will take this reference to be M.S.L and that is assumed to be constant everywhere.
